Why we exist

Award meetings stall when the financial schedules in supplier applications disagree with each other — or with the invitation. API Layer Path was formed in Bangkok to give evaluation chairs a second pair of eyes on those numbers before the ranking locks in.

We sit between finance and procurement: close enough to tender practice to read Thai invitation language, and close enough to cost accounting to rebuild a unit-rate sheet without theatre.

Origin

The practice began after several municipal and hospital tenders in Greater Bangkok asked the same question in different words: can someone recompute these applications before we award? Early work stayed local to Ratchathewi clients; later engagements reached industrial estates in the Eastern Economic Corridor and provincial utilities that courier packs to our office.

How we approach the work

• Documents first. We do not invent market prices when the invitation already sets the rules; we test applications against those rules.
• Two reviewers on material variances. Arithmetic that moves a ranking always gets a second pass.
• Plain language for the room. Opinion letters cite page numbers so a committee member can open the same sheet during discussion.
• Thai and English as needed. Many packs mix languages; our letters follow the language the chair requests.

People

Our reviewers come from cost accounting, public procurement administration, and contractor quantity-survey backgrounds. We are not a law firm and we do not market software. Clients meet a named engagement lead on the scoping call and keep that person through delivery.

Values in practice

Confidentiality of unopened applications is non-negotiable. We decline work where a conflict exists with a supplier already under our review. We refuse to back-date opinions or soften findings to match a preferred ranking.

Thailand context

Public and private buyers here often work under compressed calendars and bilingual packs. Our office on Phaya Thai Road is chosen so sealed couriers and committee chairs can reach us without a long cross-city trip. Remote intake remains available when documents are already digitized.
