Escalation is where long maintenance packages drift. One application may tie labour to a published wage index; another may invent a private fuel factor; a third may freeze year-one rates and leave later years “to be agreed.”

In a pre-award financial opinion we map each formula to the invitation’s index rule. Formulas that cannot be reconciled become clarification questions, not silent acceptances. Estate and utility clients in the Eastern Economic Corridor have used this pass to avoid signing a schedule that only works if inflation stays flat.

If technical ranking is already stable and you only need this financial stance, the shorter pre-award opinion is usually enough. Full audits remain better when the entire application set still needs recomputation.
